Talents, as one of the most scarce resource in the21st century, have been the keysymbol to measure the development potential about all walks of life in presence. Today,second and third industry give full play to their own advantages, introducing, training andabsorbing all kinds of talents, to build a well-off society in an all-round way which madegreat contributions to the victory of the target. As the first industry, agriculture has madecertain achievements, but the lagged agricultural development, the slowing developmentspeed, the slowing growth of the farmers’ income, frequent contradictions between urbanand rural areas are also a fact that can not dispute. Agriculture, rural areas and farmersproblems are the major issues between the party and national business development, thetop priority of the party work, and the important bottleneck of well-off societycomprehensive construction. Solving the problem of good farmers is the key to settle wellproblems of agriculture, rural areas and farmers, while farmers’ quality is the essence offarmers problems. So focusing on rural human resources development is imminent.As a big agricultural province, Hebei province has a large of rural human resources,which quality is generally low. But the trend of aging and the decreasing women laborershas been highlighting. While the process of rural human resources development has madesome achievements, but some problems like lagging level of rural human resourcesdevelopment, lack of rural human resources investment, education and training notmeeting with the needs of the rural human resources, unreasonable labor transfer and so on,have led to extremely match between the human resources development in Hebei provinceand the provincial economic development speed. Which seriously restricted theagricultural modernization development, and the realization of the well-off society. So,researching the problems of the rural human resources development in Hebei province, hasimportant practical significance to improve the quality of the rural labor force, narrow theincome gap between urban and rural areas, and coordinate the development of urban andrural areas as a whole.Based on the related literature research on rural human resources development, and inbasis on the theory of human capital, human resources development, and lifelong educationtheory, this paper, from the perspective of the coordinated development of urban and ruralareas as a whole, integrated using economics, management, sociology, pedagogy, statisticsand other disciplines theory knowledge, studies the problem of rural human resourcesdevelopment in Hebei province systematically in depth, by taking the combination theempirical analysis with theoretical analysis, and quantitative analysis with qualitativeanalysis. First, through the quantitative analysis about the present situation of rural humanresources in Hebei province, it found that the large number of rural human resources, lowquality, aging, unreasonable sex structure.Second, concentrated stated the achievements and the problems in the humanresources development in Hebei province. Some problems had been found in process ofrural human resource development in Hebei province. For example, the investment of ruralhuman resource development can’t adapt with economic development requirements; Therural education and training can’t meet the requirements of rural human resourcesdevelopment; Rural labor force migration is not reasonable. Then, it points out that quality,policy, idea, and the structure is the main restriction reason for the development of ruralhuman resources development in Hebei province.Again, it comparative analysis the foreign rural human resources development model,and summarizes the successful experience of abroad.Finally, it puts forward Suggestions for the development of rural human resources inHebei province.(1)Highlight the strategic position of the understanding of the rural humanresources development.(2)Set up and perfect the farmer education and training platform.(3)Speed up the rural surplus labor migration.(4)Policy should take measures to improvethe rural human resources development.Through the research of the thesis, the conclusions of this paper are mainly:(1) therural human resources development is a long-term, continuous and systematic engineering,which needs the the cooperation of party committees, governments, public organizationsand farmers.(2)China has a huge population of farmers,only if rural human resources befully developped, can constantly improve the level of agricultural modernization and highstandard to realize the well-off society in an all-round way.
