With the advantages of timeliness, fast, interactive, distributed, shared mode brought by network, more and more Network abuse behavior will appear, such as spam messages. Therefore, the spam message problem is no longer to treat as an isolating problem.As the inescapable "gray topics" which brought by modern communications and Internet development, in the short run, Spam messages will get a new development with the promoting of various properties of smart phones; In the long run, with the advance of next-generation networks, spam messages will also have more transmission. Now the operational level of triple play is more active in China’s, new forms of business are endless. Currently, the spam messages are only exist in Internet, mobile Internet, and telecommunications networks. With the promoting of service levels of triple play, spam messages may be flooding through intelligent terminals, digital TV and mobile TV. From the perspective the media, spam messages will also directly affect the development and popularization of mobile advertising.This dissertation bases on the background of Network convergence, focused on the function and role of telecom operators in the governance of spam messages. From the user’s personal needs and the needs of operators, build a bridge for users and operators. The dissertation focuses on the following aspects:①Based on the massive data, summed up the normative classification of spam messages, laid the foundation for further treatment.②Designed questionnaire to research the user attitudes towards SMS spam and customizing the SMS advertising; Interviewed with the internal staff of Beijing Mobile Company, to obtain the first-hand data.③Based on the operator perspective, combined with internal interviews and questionnaires, to provide a comprehensive and long-term operability governance initiatives in three dimensions.④From the government, multisectoral collaboration and individual angle, providing the governance strategies from legal, regulatory and promotional side.The research result of this dissertation makes up the insufficiented which only provide guidance suggestions from the government perspective. The strategies for SMS spam management have certain feasibility, practicality and portability. This dissertation considers the problem of spam messages cannot be viewed in isolation, SMS spam is not only a long-standing problems of modern communications industry, but also a stumbling block for the popularity of triple play in the future. The long-term management strategy proposed in this thesis will provide a new idea for content security and regulatory of the network convergence, as well as a better role model. |
