Short message service (SMS) spam, which is an unsolicited message, infringes rights and interests of mobile users, leading to issues such as SMS scam and the spread of harmful information. Since10years ago, SMS spam has formed a large grey industry with yearly income over RMB20billion.Since2004, telecommunication authorities have carried out5special programs. However, as telecommunication market is monopolized by large state-owned enterprises, market entities have unbalanced status. Except users, other market entities are all beneficiaries on the industry chain. The public cannot supervise and evaluate the handling process of telecommunication operators. Telecommunication authorities have no right to supervise other entities. Therefore, handling SMS spam has many constraints. It is necessary to learn from developed countries and find new solutions.Nowadays, it is media, public opinion, governmental special programs that are playing roles in dealing with SMS spam. Relevant laws haven’t caught up. Handling effects are not obvious. So it is suggested that besides governments, other polycentric entities should take part in addressing SMS spam issues.Multicenter means multi-entity. Based on polycentric governance, this paper begins with features and status of market entities involved in SMS spam industry, combines with current handling difficulties and puts forward executable and long-lasting governance solutions which conform to Chinese circumstances.
