Currently increasingly tense deterioration of the global energy and the environment, the countries of the world to "energy saving and environmental protection," the subject of concern rose to unprecedented heights. Chinese government attaches great importance to energy saving than ever, according to the "" second five "energy-saving environmental protection industry Plan", the development of energy-saving and environmental protection industry will become one of the seven new pillar industry of China’s cultivation and development, sustainable development of the national economy strategic importance. However, due to the unbalanced nature of the industry, the energy saving equipment manufacturing industry, a very high proportion of SMEs, industry concentration is not high, often in the ability to face the risk of limited R&D projects for energy saving and environmental protection industry, the rapid development of SMEs need to improve the level of risk management to be invincible in the competition incentive to promote development of enterprises continuously and rapidly.On the basis of risk and R&D project risk management theory to H Company HCR research project as a case study of its R&D projects through risk management, combined with literature research, summarized H R&D project to develop the existing problems, the use of the mind Storm Delphi method and other methods to identify the various risk factors, and the effect of H company HCR R&D projects on the basis of risk factors using the analytic hierarchy process, risk evaluation model was constructed, using fuzzy comprehensive evaluation of H company HCR R&D project risk assessment, analysis of the impact of the various risk factors and the internal degree of interaction, then put forward countermeasures and safeguards intended to build R&D project risk management and monitoring system. To the adoption of a representative enterprise of research, to provide reference and decision-making based on energy saving equipment for small and medium manufacturing enterprises development project risk management, and improving research and innovation capacity, healthy and rapid development of the industry has some practical significance.Based on the H Company HCR development project risk management study, a set of technologies for small and medium enterprises viable new product development risk identification, assessment, response strategies, energy saving equipment for small and medium manufacturing enterprises development project risk Management provides reference and basis for decision making, enhance research and innovation capacity, healthy and rapid development of the industry has some practical significance. The establishment of small and medium equipment manufacturers continued innovation risk management theory framework, healthy and rapid development of the industry has a certain significance.In this paper, H Company HCR research project conducted a comprehensive evaluation of the risk, the risk of the project results integrated in the general level.
