College Hydroelectric Energy Equipment Modification Project Management Research

Through the construction and development of China's reform and opening-up policy in the past 40 years,the higher education has achieved great development,and the scale of schools of various levels of colleges and universities across the country has been expanding with the increasing number of students.At the same time,it also brings a series of new problems,one of which is particularly prominent and urgent to be solved for colleges and universities,that is,the annual consumption of water and electricity increases continuously,leading to the expenditure of water and electricity increases year by year.The annual increase in the amount of water and electricity is also increasing year by year.Under the new situation,the Party Central Committee made an important strategic decision "building a resource conserving and environment friendly society".The energy saving consciousness are increasing in all sectors of society,as an important base of cultivating talents,colleges and universities should walk in the forefront of the times,advocating energy conservation vigorously,carrying out the major policies of the state and actively carry out the work of energy saving.Since the 18 th National Congress,domestic colleges and universities have carried out a wide range of water saving and energy conservation and renovation for existing public buildings on campus.The water saving and energy saving renovation project in colleges and universities is a complex program,it is a systematic management engineering covering a wide range,strong technique and based on a specific environment,a process to carry out effective control and professional management for project schedule,project quality and project cost by utilizing scientific project management experience and methods to realize the purpose water saving and energy saving.This paper is based on the relevant theoretical knowledge of project management,aiming to study the optimized countermeasures in the water saving and energy conservation project in colleges and universities.Based on the study of the management practice of water saving and energy conservation renovation projects at home and abroad and the typical cases of the management practice of domestic colleges and universities in water saving and energy conservation renovation projects,a series of optimized countermeasures are put forward: including the management system,supervision system,incentive system and process system of the renovation project.Optimized countermeasures are put forward for the contract signing,task implementation,dispute disposal of the renovation project;in addition,optimized countermeasures are put forward for the institutional framework and regulation system of the renovation project,finally a third party evaluation system that based on third party professional evaluation agency and authority organization is proposed to establish for the water saving and energy saving renovation project in colleges and universities.
