As an important part of China’s national economy, small-sized enterprises are playingan important role in the rapid development of China’s national economy, creating of jobopportunities and construction of a harmonious society. They are an important forceadvancing China’s social and economic development. Various departments in ever placefrom the central government to the local governments have increased their support for thesmall-sized enterprises and further improved the development environment of thesmall-sized enterprises. China’s commercial banks have also subsequently establishedspecial credit and loan institutions for the government-granted monopoly small-sizedenterprises, and explored government-granted monopoly operation models for them.However, compared with the credit and loan business of the small-sized enterprises insome developed countries, China’s commercial banks have many defects. In terms ofproduct system and risk control, it is impertinent for China’s commercial banks to solvethe financing problems facing small-sized enterprises, give full play to the advantages ofthe small-sized enterprises’ government-granted monopoly operation model and supportthe healthy development of the small-sized enterprises by combining with their ownsituations.Previous researches mainly focus on analyzing financing difficulties facing thesmall-sized enterprises. Few researches are about the credit and loan model of thesmall-sized enterprises suitable for China’s national situation and economic development.Through comparing the domestic and foreign commercial banks’ credit and loan modelsfor small-sized enterprises, this paper researches into the fundamental reasons for thefinancing difficulties of the small-sized enterprises in the perspective of banks, exploresand studies the commercial banks’ government-granted monopoly institutions in the model of business unit for the small-sized enterprises to promote the development of thesmall-sized enterprises and improve the preventative and risk control ability of the banks.This paper consists of six parts. Chapter1and Chapter2proceed from the basictheories of small-sized enterprises’ basic theories and introduce the concept of small-sizedenterprises and theories about small-sized enterprises’ credit and loan. Chapter3discussesthe financing status quo, existing problems and characteristics of China’s small-sizedenterprises and analyzes the necessity and significance of the banks’ implementation ofsmall-sized enterprises’ credit and loan. Chapter4compares the domestic and foreigncommercial banks’ credit and loan models for small-sized enterprises. Chapter5shows thesignificance and function of the divisional organization established by the commercialbanks in accordance to the characteristics of the small-sized enterprises in solving thefinancing problems facing small-sized enterprises, developing bank business andenhancing banks’ core competitiveness. In this chapter, this paper also puts forward thecountermeasures and suggestions, and relevant innovational thinking. Chapter6comes tothe conclusion of this paper and looks into the development of the future researches in thisfield.
