In21st century, knowledge and technique are key factors to development of social, economic andenterprises. The most important thing in competition between enterprises is human resourcescompetitive(HRC).The primary task for sustainable and healthy development of tobacco industry are How toeffectively promote human resource management and continuous enhance the utilization of humanresources. In this dissertation, the writer diagnosed and analyzed the existing problems in ZunyiMunicipal Tobacco Monopoly Bureau (Company) from both qualitative and quantitative aspects basedon the six human resource management modules, then proposed the way to build effective humanresource management mechanism from four aspects:"innovate communication mechanism, create aharmonious working environment "," innovate education and training system to continuously improvethe overall working ability for staff"," innovate career planning mechanisms to provide multiplechannels for employees’ job developments " and" innovate performance review mechanism to inspireteam’s working spirit ", as well six working modules to improve management effectiveness:"do realhuman resource planning; create reasonable recruitment plan and scientific work configuration; enhancetraining and development system; improve the performance management system; improve the salarymanagement system; standardize the management of labor relations". The research methods for thisdissertation include theoretical analysis and empirical analysis, combining surveys through interviews,on-site investigation, the case study method and view reports on historical data analysis, etc.
