Changsha cigarette factory and Changde cigarette factory , which were two major affiliates of Hunan tobacco industry ,were incorporated in October 2006 and meanwhile a new entity of China Tobacco Hunan Industrial Corporation was set up. Baisha brand has been listed as No.1 in terms of sales volume per single cigarette brand for four consecutive years. The sales volume of Hurongwang, another key brand of China Tobacco Hunan Industrial Corporation ,of which brand awareness and influence have enhanced ,has surpassed Zhonghua,the well-known domestic premium cigarette brand. Currently international tobacco magnates are switching to undeveloped markets, and the regulation and legislation upon tobacco industry are reinforced, which make it even more difficult to cultivate cigarette brand. Hunan tobacco industry after the restructuring at broader scale, in more fields and on a higher level participation in international and domestic competition, talent is the first factor, therefore, how effectively the integration of human resources management system, strengthening the strength, by the large and strong , homeopathy and up, in Hunan tobacco companies are required to resolve a major issue.In recent years cigarette factory in Changsha, Changde Cigarette Factory as the representative of the human resources management system has attracted the attention of industry peers many. However, because of sector-specific reasons, Hunan tobacco companies in human resources management system, there is a lack of systematic, strategic, goal-oriented nature of the defects in conflict with each other, with the company's integration, human resources management system because of the inconsistency caused by the contradiction between the more prominent. Facing the cigarette industry in the overall environment, careful analysis of tobacco industry in Hunan's present situation and context of human resources, one of summary and analysis of the problem, experience gains and losses, and explore the company in Hunan Province in the tobacco industry of human resources management system, the direction and strategy, can Hunan to strengthen the domestic and foreign tobacco companies immunity, foster international tobacco giant to contend with domestic tobacco prices provide strong guidance to the meaning of reality. Human resources management system for effective integration of existing human resources to carry out major reasonable adjustment and optimization of Hunan cigarettes to raise the overall competitiveness of industry.In this thesis In this paper, Hunan tobacco industries in human resources management system for the study, the use of empirical analysis of corporate human resources management system integration and development are discussed. First of all, set out tobacco industries in Hunan human resources advantages and disadvantages of the status quo; Secondly, one of the causes of the problem carried out in-depth analysis of tobacco in Hunan in the framework of human resource integration, and integration of human resources, SWOT analysis, balanced scorecard, job analysis, job qualification, such as Theory and Method, combined with the company in Hunan Province in the actual situation in tobacco industry, from the post system integration, performance management system integration, system qualification on three aspects of human resources management system integration and implementation of these specific measures.
