With the rapid development of economy, knowledge and technicalinnovation, Enterprises are faced with competitive challenges broughtwith knowledge economy. From the simple product competition before, tomarket competition, and then to today’s talent competition, the focus ofcompetition has changed. In the twenty-first century, the competitionbetween the enterprises in fact is talent competition and the humancapital is the key to the development of the enterprises. Human resources,which play an important role in establishing and maintaining thecompetitive advantage of The enterprise business , is becoming the centerof the life of enterprise organization and the enterprise internal changecenter. Today, human resource has become the main source of social wealthand the first driving force of the enterprises development. Tobaccoenterprises must implement strategic human resource management and trainmore talent people as early as possible. Tobacco enterprises should takethe same talent strategy and business strategy, only in this way can theysurvival and make progress in the fierce competition..First of all, this article summary the concept and theory of the HumanResources Strategic Planning, and then through the empirical method, itdo research on Human Resources Strategic Planning of L tobacco enterprises.This article analyzes the internal and external environment of L tobaccocompanies especially the macro environment. With the method ofbenchmarking, management experience and quantitative analysis methodwhich is combined with the company’s strategic goals and their humanresource situation and industry characteristics, the article alsoanalyzes the human resource needs of L tobacco enterprises. At last,through the skills of single method and replace the list, the articleforecast L tobacco enterprises’human resources supply and make humanresource strategy plan for them. Human resource strategy plan will beconcerted with company strategy and promote each other through Test andimplementation of controlThe article aims to discuss the human resources strategic planningin application of tobacco enterprises and Help L tobacco enterpriseimprove the human resource planning system and management system.
