Non-stated owned enterprise form from the economic marketization since the Chinese reform and opening-up policy. Along with the continuous development of non-stated owned economy, it has made grade contribution to domestic economic development and social stability. In2012, the proportion of non-stated owned economy in GPD exceeds60%. Until the end of2012, the quantity of employment in non-stated owned enterprise was280,480,000, accounting for76%of employment in cities and towns. Non-stated owned enterprises have become the pillar of the state economy as well as employers that provide the most job opportunities.However, non-stated owned enterprise have shown lots of problems in less than3decades, especially in industrial relations. Employee benefit is the most important part of the responsibility of non-stated owned enterprise. The social responsibility of non-stated owned enterprise is both the essential requirement of building a harmonious society and the objective requirement of their own development. Thus, the research of a harmonious coordination mechanism of the new type of industrial relations in non-stated owned enterprise and the research of a non-stated owned enterprise adjustment model which adopts collective bargaining as main means are of important significance.This article bases on the actual research of non-stated owned enterprise industrial relations and utilize methods of data analysis and situation analysis to find out the problems and reasons. In the same time, solutions of foreign industrial relations are compared to gain experiences. Lastly, a solution for non-stated owned enterprise industrial relations confliction and policy suggests based combining with the situation of China are proposed.
