industrial enterprises to realize the sustainable development has important practical significance.Through the technological innovation theory,efficiency theory and sustainable development,on the basis of theoretical research,the paper analyzes the current situation of green technology innovation is state-owned industrial enterprises,including the basis of green technology innovation condition,input and output status quo and the present situation of pollution of the environment,build the index system of green technology innovation efficiency of state-owned industrial enterprises,and select the network SBM model and Malmquist index method,comparing to state-owned industrial enterprises green technology innovation efficiency analysis and dynamic analysis,the analysis results show that at present our country state-owned industrial enterprise green technology innovation efficiency of the overall level is low and presents the downward trend,attaching too much importance to the development of scale level,ignoring the technology level,the eastern,central and western areas of green technology innovation efficiency,large differences between the low level of achievement transformation phase of the transformation of scientific and technological achievements,achievements transformation efficiency needs to be improved.Finally,based on the research conclusion of this article,and puts forward to build good innovation atmosphere,scientific configuration,resources,promote the industrialization of scientific and technological achievements,to strengthen enterprise technology innovation main body status,to establish a technical exchange platform,the government should strengthen policy guidance and support,promote the efficiency of the
