In the first part,In order to understand the environmental influence from mulching film and therelationship between agricultural film and agricultural growth, this article firstly analyses the soil pollutionand crop reduction resulted from the residuals of agricultural film, and we also research the relationshipbetween the negative environmental impacts induced by film inputs and the growth of agriculturalproduction in Tarim river basin by introduced into the environmental Kuznets curve from the empiricalterm, above which based on the analysis of applied strength and density of agricultural film in the TarimRiver basin. The research indicates that a large part of agricultural film have residued in the soil and theempirical results fitted well with the experience of the environmental Kuznets curve, but the inflectionpoint have not reached. So we can realize better environment and better agriculture if we bring moreattention and take measures to reduce and recycle agricultural film.Follow on,we formulate a farmer’sdecisional model of plastic recycling and apply of the latest survey data in Xinjiang.It is indicates that thewill of plastic recycling is influenced by farmer’s age,schooling, number of land, the chance ofnon-agricultural employment,the role of government and whether the land is rent or not.Inspired by theabove research,there are some measures we should take immediately. Firstly,we should promote farmer’sknowledge and concept of the harmful of the residuals of agricultural film by offer some programsaccordingly.Secondly, the government should stick to the policy of land contract for a long time, andboost the path of the land circulation, also make the policies and laws regularly and clearly. The last, wecould lift farmer’s recycling will substantially only through create much more opportunities ofnon-agricultural employment for farmers.
