Study On Kuitun Digital City Construction

During the Tenth Five-year Plan,countries launched the "digital city demonstration project",2006thNational Bureau of Surveying and Mapping choose Kuitun city as the first experimental city in Xinjiangfor the construction of "digital city", to carry out the work in the construction of digital city geographyspace frame. The work reduce the repeated investment which promote the sharing and a wide range ofapplications of the urban geospatial information.Under this background, the author chosen to study digital city of Kuitun, collecting the research withdevelopment trend between domestic and overseas research of dynamic, even though the theory of digitalcity of digital city research at an primary stage and has not formed a completely theoretical system yet, theauthor has been make a description to the correlation theory of digital city. Digitalization of Kuitun hasbeen built for eight years, Kuitun city construction which application system), what the results, whether thetransformation of government functions is helpful or not needs to a lot of analysis to prove. So this articleof Kuitun city has built the present situation of the application system (e-government platform, geographicpublic service platform, geographic information for urban and rural planning system, urban land pricemanagement system), the investigation and analysis to find the Kuitun city problems of construction ofdigital city. The problem the main reason is summarized as: first, the e-government platform lack of unifiedplanning; Second, the website influence is low, the public own quality differences are prone to "digitaldivide"; Third, the lack of effective performance evaluation mechanism of e-government platform;Fourth, application system construction is not perfect, to meet the needs of the government and the public.According to the gap of construction of digital city’s application system, the author designs acorresponding frame structure which improves the application system so that it can meet the requirementsof public much better and promote social development. In allusion to the problems of the applicationsystem, the author puts forward some corresponding countermeasures and suggestions. Firstly, integratedplanning and establish the leading institution. Secondly, strengthen the construction and advertisement,eliminate digital divide step by step. Thirdly, strengthen the supervision of the public and improve thesystem of hard and soft performance evaluation.
