In background of the globalization, and information, the software marketcompetition is becoming increasingly fierce. Talents, capital and the core technologyof software enterprises as well as the outstanding enterprise culture have become animportant factor to the success of an enterprise. The newly promoted technicaldirectors (referred to as the new technical director), as part of the enterprise coretalents, play a vital role in improving business performance, establishing theenterprise core competitive advantage, and passing on the outstanding enterpriseculture heritage. Therefore, how to design an effective way of improving themanagement ability for the new technical directors, which is targeted to thecultivation and training and improving their management abilities and levels, is a newchallenge and topic for the current and future period of time for the softwareenterprise human resources development and managementThe thesis chooses Dalian Neusoft Development Co. Ltd. as the object to analyzethe existing problems of the improvement of New Technical Director’s managementability by putting forward the question, analyzing the question and the reasoning ofthoughts of solving the problem. It analyzes the problems of the current new technicaldirector’s management ability from the aspect of improvement. Based on this, withthe help of the modern human resources management ideas, theories and methods, thepaper puts forward an idea of improving the cultivation system of the new technicaldirector and designs an improving program (program for short) and it discusses in acomparatively detailed way on its operation, pushing forward and the security duringthe implementation. The main research contents are as follows: in the program designpart, it includes predicting the job development needs for technical directors,optimizing the evaluation criterion and proposing the successor plan so on and soforth; in the program operation part, it consists of the development projects’implementation for the new technical director, training+rotation system; theon-the-job training and tutor systems; in the pushing forward of the program part, itconsists of incentive system and career planning for the new technical directors.This thesis attempts to put forward a new technical director cultivation systemthat can be popularized in the software companies by improving the cultivationsystem of Neusoft new technical director. This system is supposed to realize themanagement ability and level improvement for the Neusoft new technical directors, toimprove the core competitiveness of the software companies and promote thesustainable development of the software companies.
