The national innovation ability is equal to the sum total of enterprise's innovation ability.The enterprise is the main body of technical innovation.Under the new national strategy, the enterprise has either a opportunity or a challenge for itself development.Gansu Research Institute of Chemical Industry (GSRICI) is the sole applied reseach of chemical industry in Gansu province.its service direction is the fine chemistry and the civil detonation.It has been become a enterprise since the end of 2005.It has realistic significance for the transforming scientific research institutes to adapt drastic market competition by means of continuous technical innovation which can promote core competitive ability themselves.The article first explains the theory of technical innovation, defines the conception and component elements of technical innovation ability. Then based on the analysis of current, internal/external environment of GSRICI, establishes evaluation index system to evaluate technical innovation ability of GSRICI quantitatively.
