Product quality has relation with thriving of a nation, international reputation, the national economy and the people’s livelihood. It also related to the vital interests of the people and development of enterprises. Currently, product quality which is an important part for the core competitiveness of enterprise has been paid much more attention by the society. Since Reformation and Opening, the overall level of product quality has been greatly improved in China, sampling rate of product quality has increased steadily, many items have reaches international advanced levels in quality and performance. However compared with international advanced level, most of the product quality in China is still poor. Grave accidents of product quality which largely influence economic development and the quality of life for people frequently occur.On the other hand, in recent years, Shenyang has made considerable improvement on economic and social development. The lives of the people level in Shenyang enhanced unceasingly. Consequentially, the requirement on product quality has changed from meeting living necessities to chasing high-quality life. With the implementation of the rejuvenation strategy for the old industrial bases in Northeast China and as the12th National Games host, many problems which satisfy peoples’requirement on product quality should be solved quickly in Shenyang, such as the problems of strengthen supervision and control and the problems of insure product quality and safety, etc.This investigation is made on the current status of Shenyang product quality supervision and control for instance. Through the profound researches to the evolution of surveillant organ, current laws and rules system, and the supervision ways in current supervision pattern, the main problems of supervision pattern have been listed. Moreover, through the research of the problems in current supervision pattern by applying relative theories which are Game Analysis, Principal-Agent Theory and stimulation mechanism etc., a new supervision pattern has been designed in this thesis. The new supervision pattern, which includes government supervision, enterprise self-discipline, market guides, social supervision, could stimulate all social walks of life to participate in product quality supervision, and satisfy product quality needs in current economic development.The result of this thesis will afford benefit and reference for product quality in production-processing links of Shenyang.
