With the development of economic globalization, market competition is getting severer and severer. Purchasing has become an important part of an enterprise’s core competence, and the contribution of it is getting more and more strategic. Procurement Management is become a matter of concern for more and more enterprises and now, it is an important content of the enterprise management for the development of an enterprise, it has practical significance that do Procurement Management well and at the same time, a much higher request is bring up for the Procurement Management.This essay is about the general situation of JINEX. Combined with the correlative theory of the Purchasing Management and based on the theory of existing management and purchasing process. I make an analysis in the present situation of purchase and sum up the present status of purchasing management, by making a purchasing plan, implementing the purchasing plan and controlling the process of the purchasing these three aspects. In this case, we can find out the problems and flaws in the present management. Analyze them through organizational problems, program problems and the supplier selections in the management. Therefore, I propose an idea and a plan of new organizational structure, present operational procedure improvement and the suppliers. It support the JINEX in standardized administration of following firms, optimize procedures and further advancing the management level of purchasing through studying the increase of increasing the level of purchasing management in JINEX. In the mean while, it still offer reference and consult to the similar enterprises who are going to increasing their level of Purchasing Management.
