Research On The Cost Control In Rural Power Grid Communication Upgrading Project Of Shenyang Power Supply Company

Recent years, the electricity consumption increases at a speed of10%-15%every year, some rural areas even reaches20%-30%as the demand of electricity grows, so rural power grids face a huge supplication pressure. In2010, the National Energy Agency held a national work conference on rural power grid upgrading, start a three-year rural power network upgrading. A new round of rural power network upgrading will take into account the improvement of scientific and technological, and will focus on the integration of three networks, interactive, smart grid development in the future. Intelligent implementation needs the strong electric power communication system. Power communication network construction will become an important part of the power grid construction. And it’s a conundrum how to account for and control the grids project costs.At the base of analyzing of costs control, project costs and the objects for control and the controlling methods, as well as the review of papers in this area and the development of the cost control and related theories are summarized. Then functions of project costs accounting are analyzed, some methods costs control are addressed clearly such as earned value, parameters computing and analyzing methods. At last some problems existed in the process of project cost control in grid construction conjunction with the practices in power communication construction sector aiming at the loss of consciousness in costs control, unreasonable institution setting and inconsistent of costs accounting and budget are promoted. And the problems can be summarized as the weakness sense of costs controlling, low diathesis of management staff, Lack of clear accountability and effective incentive systems, cost accounting and budgeting are incompatible, imperfect assessment system and so lead to the disadvantage of costs control in power communication construction. The costs controlling in the whole process is promoted and project scheduling is made, internal cost accounting is worked out by the aid of lists of items. At last some measures and actions are promoted in the alteration of Faku county communication facilities.
