Research On Rural Low Voltage Control Mode Based On Project Cost Control

Since the rural economic reform party and country continued to deepen, and strive to improve the national people especially the residents living standards began in rural areas, the rural electricity demand increases every year, resulting in some areas appeared more severe low voltage phenomenon. In this regard, the State Grid Corporation of China has increased the rural power-grid construction and engaged in a rural network upgrade project in order to eliminate the low voltage problem. But in the process of the treatment in rural low-voltage problems, paying more attention for the effectiveness of governance as the first of the social impact and social benefits ignored the fundamental problems of cost control. It results in the project cost estimates beyond the control and the tremendous economic pressure and financial burden to power companies.This paper analyzes the current economy and situation and clarifies the low voltage control necessity and urgency of the work according to the accessing to relevant information in a number of domestic and international project cost control and recalling the history of the project cost control. For the low-voltage control, the innovations and methods presented in this paper to solve the problem. It Systematically explains the meaning of the project cost control, characteristics, classification, main content, influencing factors, control principles, steps and other key issues of governance, clears the dangers of low voltage problems, and gives the instructions for the development of China’s current low-voltage control. It explores the root causes of the problem from the problems of governance, taking C company as an example. According to the analysis and comparison, it develops the improvement measures by one from the three major aspects of the people, objects and institution. Meanwhile, Based on the current situation of the C Company, the paper proposes the cost control safeguards, in order to ensure the governance for the achieve results. Using the Earned Value Technique, it makes the constructive methods and suggestions for the future low-voltage control evaluation of the effectiveness of cost control simply by a scientific analysis of the engineering examples effectiveness of cost control achieved.
