Research On Pre-construction Engineering Cost Management Of Binshuixidao Intersection Project

Over the past few years, China’s economic construction has made rapid developmentwith an increasing amount of investment in infrastructure and a speedup in engineeringproject. In terms of engineering cost management, the pre-construction cost control remainsvital to the periodic cost of overall project. At present, some construction units, however,lack workable experience since they attach little importance to this area, which brings abouta negative effect that the investment is seriously out of control. Hence, to settle this problem,a consultancy of engineering management is badly needed. Taking the investor’ sperspective into consideration, the consultancy should always conduct a professional andappropriate control method towards engineering cost management. Actually, most existingconsultancies could not complete the task by deeply investigating during thepre-construction period, helping with quota design and making optimized selection towardsproject design and planning with a combination of economy&technology. Instead, what theyare doing now is just some simple and general examining towards the engineering processsuch as design budget estimate, bidding price control and final accounts. This make theengineering cost management easily disjointed with practical requirements. Therefore,systemic and comprehensive counseling provided by relevant consultancies is urgently in need.This paper makes a general description on relevant principles of pre-constructionengineering cost management. In accordance with its basic model and the project ofTianjin-Cangzhou Freeway Intersection in Binshuixidao, pre-construction period is dividedinto three phases including decision making, designing and bidding. The author makes adetailed description on the work of each period, analyzes and studies the key issues existingin this period, and finally puts forward some relevant solutions and suggestions. Thisresearch is expected to provide an effective guidance for the pre-construction costmanagement of Tianjin-Cangzhou Freeway Intersection in Binshuixidao, and to make acontribution to the development of both the general theory and practice on pre-constructioncost management in the coming future.
