Since China’s economic reform, especially since joining the WTO, the process ofinternationalization of the Chinese economy faster and faster. Long-term impact of thesocialist planned economic system, before the project cost management system isincreasingly exposed its inadequacies. At present, China has developed into the largestproject in the world, the largest country of investment and the emergence of a largenumber of high investment, large construction projects. China in recent years has beenin project cost management, engage in intensive study, but has not formed acompletely suited to the actual conditions in China and China’s economic model to runthe project cost management system.This article is mainly in reference to developed countries, project costmanagement mode, in-depth analysis of the practical problems faced by the domesticproject cost management system in order to explore a project cost management systemin line with China’s market economy need. To analyze and research in order to bettermanagement of project cost, this home and abroad, the development process and development of thestatus quo to be a deep contrast. To investigate serious the whole process of cost management in China more thana typical construction project, combined with the realities of China’s domesticconstruction projects at this stage and its future trend of development, a comprehensiveanalysis of current construction projects and the various stages of the whole process ofwhere the project cost management deficiencies. From then on the basis of a completeset of project cost management methods, for example, in the use of multi-program thesystem to select the investment decision-making stage, the design phase of the strictimplementation of the quota design, bidding phase in strict accordance with relevantprocedures, stages of implementation to be strict control of the change and visa tocarefully examine the balance sheet materials in the settlement stage the accuracy,legality, the image of engineering examples to show its implementation and effectanalysis, and tried to find a cost management approach that is consistent with thecharacteristics of China’s market economy, but also faster better meet the requirementswith international practice, and promote improved management of the project cost.
