Pricing Mechanism For Wholesale Electricity

At present, China’s provinces and municipalities implement different wholesale electricity pricing mechanism. With the continuous deepening of the reform of the electricity, the wholesale electricity price mechanism in some regions in China has reach some issues such as imperfect mechanism, adjustment not in time and the low tariff, which are serious impact to the normal operation of the power grid companies.Against this backdrop, this paper firstly hackles the basic studies both at home and abroad theoretical research on the regulation of the level of electricity prices, wholesale electricity pricing method, as well as transmission cost allocation models. And then introduces the status of foreign wholesale electricity markets, mainly analyzing several typical foreign electricity markets, and analyzes the characteristics of foreign wholesale electricity market pricing. Meanwhile describes and analyzes the status of our wholesale electricity market, sums up the problems of our current wholesale electricity price mechanism. Finally, through empirical analysis and the wholesale electricity pricing method, a wholesale electricity pricing mechanism is proposed including the pricing mechanism based on real costs, as well as a balanced fund mechanism of subsidies for the same price. Accounting to the results, it can be drawn that to determine the wholesale electricity price and the sales price in accordance with the true cost, the level of the accounting sale price will be higher than the government-approved price, the difference of the price need to be return by the same price subsidies and rural network maintenance costs for achieve revenue balance. The proposion is that the same price subsidies should be charge by the form of a balanced fund, in order to clear the composition and function of tariff, fund and additional.Improving the wholesale electricity price mechanism and strengthening the management of the wholesale electricity price has a great significance to promote the development of the rural power grid, meet the rapid growth in demand for electricity in rural areas, and protect the reasonable interests of the company. This paper provides the theoretical basis for scientific decision-making to the provincial power grid companies and wholesale County power enterprises, and provide a reference to the provincial power grid company to scientifically formulate reasonable wholesale electricity price mechanism. So it has a certain economic value and application value.
