In the year2007, Intel was the first period of building a$2.5billion CHIP production factory in Dalian China, this project received for many consecutive years of media attention and praise because of the huge investment and information industry leading multinational company’s special background. But at the same time, the author went through the observation, analysis, and comprehensive carding Intel latent huge project risk on the basis of the theory of project management, which can identify that chip production project though Intel Dalian project plan or project progress of negative reports, in the affirmation of Intel, known as’Be Bold’business philosophy, thinking Dalian chip projects still exist great risk, there is a requirement for research.The thesis is divided into four chapters, the first chapter in sorting out at the same time, of the concept of project risk management related to the project risk management research status of domestic and overseas were reviewed, clear train of thought and research significance. The second chapter, using the theory of project risk management analysis of Dalian chip background of project management and project five problems in the production. Pointed out that due to the chip production belongs to high-tech, will be limited to’Wassenaar Agreement’, China’s export restrictions and produce with the synchronization of risk, and management mode of multinational companies in the United States must lead either management or the localization of technical production personnel to adapt to the problems, combined with the chip itself has certain pollution to the environment, should be clear about the project risk. Chapter three concrete application project risk management theory, qualitative and quantitative to Dalian chip may cause the risk of project management were analyzed, and the American technology was particularly on the output control and trouble of Moore’s law is not reasonable to Dalian fab advancement in our country to give real positioning, avoid blind optimism. The fourth chapter in view of the project risk, on the basis of project risk management process puts forward four aspects of dissolve the risk countermeasure, in order to improve the risk prevention capabilities. Especially emphasized the risk management of project to build a new chip production, environmental protection, monitoring and control system optimization measure such as Intel, organization structure, to avoid the brain drain. Finally, the thesis summarizes, hope the thesis with Intel representative meaning in the industry in a multinational company, to improve enterprise ascend all risk consciousness and the concept of corporate social responsibility in China.
