The21st century is a new era of the new economy. We have to pay attentionto the important role of innovation in future development if expect to achievesustainable development for Chinese economy. At present, innovation hasbecome the core driving force for China’s development, which doomed theinnovative companies will be given due attention. With the development ofinnovation and productivity, China’s relevant departments of government hasclearly recognized the important role of innovative small-and-medium enterprises(short for ISME) in economic development. Various support ISME policiesare implemented. The support for ISME is an important part of the nationalstrategy for sustainable economic development. ISME and other general businessis different. ISME have unique operating characteristics and organizationalsystems, in addition to have a strong financing capability and capacity forindependent innovation. In order to determine the business developments andbusiness status, it is necessary to design a performance evaluation system thatcan meet the characteristics of the development of ISME and reflect its trueoperating conditions.In this paper, refer to the relevant theoretical researched by scholars forISME Performance Evaluation System, define the concept of ISME. Respectivelyfor small and medium enterprises innovative enterprises to analyze theircharacteristics, summarize the descriptions of ISME characteristics. In-depthanalysis of the characteristics of the balanced scorecard and two indicators ofeconomic value added system design methods, and considering the choice ofthese two methods, select the indicators of performance evaluation to establishthe ISME performance evaluation system. According to the completion of the performance evaluation index system, select the BP neural network improved onLM algorithm for its evaluation. Randomly select59companies listed on theGEM of ISME as training samples, establish the improved BP neural networkmodel based off LM algorithm, simulate and train it in the software ofMATLAB7.0. The results prove the accuracy and reasonableness of this articleconstructed Performance Evaluation System. Then apply the establishedperformance evaluation system on a specific case of the enterprise, compare theevaluation results with the actual performance situation of the enterprise case.The results show that the performance evaluation system created by this article,in keeping with the principles of system design, it’s able to evaluate theenterprise objectively and effectively. It has strong reliability, objectivity andscientific. In conclusion, pointing out that reality application of the constructedperformance evaluation system is good, there are good prospects for itsdevelopment, and explains the limitations of the study.
