In recent years, the number of various financial institutions including traditional banking grows rapidly, Chinese banking industry faces unprecedented opportunities and challenges, with opening up of financial market. The city commercial banks in the "third tier" have to keep innovating, giving full play to their advantages in order to ensure the sustainable development in market competition. The Bank of Changsha (BCS), as one of the most significant commercial banks in Hunan, shall have a series of strategic tactics to ensure better development.Based on theoretical review of enterprise strategic management, this thesis firstly starts in-depth analysis on the external and internal financial environment, using PEST analysis model and Porter’s five forces model, while combining with the BCS’s advantages and disadvantages. Additionally, the thesis designs SO, WO, ST, and WT strategy from SWOT analysis method. Thirdly, the thesis develops BCS’s corporate, business, and functional level strategies along with BCS’s current development. Finally, it discusses BCS’s implement steps and obstacles during its implementation process, for coming up with specific development suggestions.The thesis argues that the BCS is now in rapid growth stage. Thus corporate level strategy should adopt growth-oriented strategy, business level strategy should adopt focused differentiation strategy, functional level strategy should highlight its strengths, through human resources strategy, market marketing strategy and product development strategy. We should also make full use of resources, and seize opportunities in the financial market. As a result, we could make a rapid expansion of the scale to improve BCS’s competitiveness, achieve its development target ultimately.
