Research On Construction And Operation Platform Of Zhu Zhou City Logistics Public Information System

Urban logistic industry must gain support from urban public logistic information platform to retain growth. While in front of increasingly accumulated logistic information service data, it’s extremelyimportant for the demand sides to decide how to build a logistic information platform with modern information technologies and leading logistic management methods, by which the massive informationcould be collected, handled, analyzed and integrated in time and effectively. That is a main direction of urban economy development.Therefore, the research on urban logistic public information platform has great practical value.This paper firstly reviewed the current theories regarding the urban logistic public information platform from concept, feature, andnecessity angles. Then, after filtering hundreds of logistic public information platforms home and abroad, the typical domestic logisticpublic information platform have been picked up. At last, this paper summarized the current development status of existing logistic public information platform by analyzing at corporation level and government level.Secondly, regarding the logistic public information platform ascomplex system, this paper adopts the principles and methods of self-organization theory in system science to analyze the typical logistic public information platform, and demonstrate the self-organizationof logistic public information platform from angles such as self-grow, self-replication, self-reproduction, etc. The existing logistic public information platforms are also analyzed from aspects such as openness, emergent properties, fluctuation, mutation, etc. to summarize detailed features of successful information platform as important references for subsequent discussion.Later, based on foregoing, in combination with the advantagesof Zhuzhou city in society, economy, and technology, as well as the features of logistic industry, this paper proposed feasibility analysis for logistic public information platform in Zhuzhou city, as wellstudies and analyzed the factors of urban logistics, public information system and urban logistic system, to integrate all the factors may be involved in the platform such as policy, area, other information sources, etc. By analyzing the reasonable platform path which meets the requirements of regional economy development of Zhuzhoucity, this paper has built a structure model of logistic public information platform which can enhance the competition power of Zhuzhou city.At last, based on the principle that “Government guiding, Corporation participating”, after compared various coordination pattern used in logistic public information platform construction and operation,and analyzed the functions of government and corporations in different phases, based on the actual conditions of Zhuzhou city, this paper proposed the best operation model “Three Steps” for the platform of Zhuzhou government to guide the operation strategy of logistic public information platform of Zhuzhou city, which is based onthe participation of both government and corporations who continuously perfect their own operation.
