| With the development of logistics industry and logistics informatization, there is anexplicitly requirement to promote the construction of logistics public information platform.Platform is an important carrier to the construction of logistics informatization, and"one-stop" serviceisan inevitable trend to meet the construction and development of platform.Operation model is the foundation to ensure a sustainable operation of platform, and researchon operation model has great significance to platform.Firstly, in this paper，through the analysis and introduction to research and developmentin domestic and foreign’s logistics public information，master the types and inadequacies ofthe existing operation model. And with the business profile of the object based and problemson platform’s clients, there are three types of function requirements such as governmentfunctions, business functions and data sharing and exchange function requirements.Secondly, through analysis of the different roles of the government and enterprises in the logisticspublic information platform, with the necessity of role conflict research, this paper use conflictanalysis method to find the most likely decision for both in platform’s construction andoperation. According to the results of the analysis and the advantages of both in the platform’sconstruction and operation, this paper makes it clear that platform’s construction andoperation should be in accordance with the principle of "government guidance, enterpriseparticipation".Finally, according to the principle above, there is a further analysis on the collaborativemodel. Through the specific application method analysis on collaboration model, and theeffect of government and enterprises in different stages, then put forward a "three steps"operation model within collaboration model of platform. With the analysis of business modeland operation responsibilities in the platform, it will be helpful to make a sustainable logisticspublic information platform. |
