Regional Public Logistics Information Platform Construction And Operating Strategy

Regional public logistics information platform plays an important role in local economic development. Under the guidance of "modern logistics industry restructuring and revitalization", China’s local governments and enterprises speed up the pace for constructing regional public logistics information platform. Building an efficient regional public logistics information platform should be theoretically based upon regional logistics and its planning theory, as well as logistics information theory. Built according to certain paths, it also needs in-depth analysis of current situations regarding regional economy and logistics. In addition, suitable business modes, operational strategies and performance evaluation systems are required.This paper extracts structure model for regional public logistics information platform, from the analysis concerning the theories of regional logistics planning and information, as well as the current status. This paper also analyzes the path for successfully building regional public logistics information platform. It can serve as a reference, to some extent, for building regional public logistics information platform.There are three operating modes to choose for efficiently operating a regional public logistics information platform. Additionally, the three main participants-government, business and public have different operating strategies since they have diverse demands for regional public logistics information platform.According to the characteristics of Public Logistics Information Platform, this paper implements balanced scorecard principles, from four perspectives such as finance, business process, learning and growth, as well as customer service, to evaluate the standards for an agile and efficient operation of an information platform.In the end of this paper, the writer takes the operation of logistics information platform in Guangxi Nanning as empirical example for practical analysis. It verifies the validity and rationality of both the constructing path for logistics information platform and the logical analysis, from the research regarding the construction of public logistics information platform, and the implementation and management of the project in Nanning.
