| Semi-commonweal water conservancy management organization (abbreviated to SWCMO) has dual characters: for-profit and public welfare. The dual characters of its state-owned property increase the difficulty in reforming process. In order to consummate the supervising and managing system, mostly exert its social benefit, ecology benefit and economic benefit, modern management consciousness and innovation concept must be set up and principles of comprehensive performance management must be implemented. As is well known, performance management is main part of modern business administration and performance measurement is main part of performance measurement.In 1996, Ministry of Water Resources of the People's Republic of China and State-owned Assets Supervision Administration Commission of the State Council (SASAC) promulgated , in the fifth chapter , had stipulated indexes of examination and assessment for water conservancy state-owned assets, however, had not stipulated performance measurement of SWCMO. To this problem, the paper puts forward a set of performance measurement system for SWCMO on the basis of massive investigation study and experimental study.This paper designs a set of performance measurement index system of SWCMO on the basis of considering economic benefit, social benefit and ecology benefit. According to principles and basic considerations in designing a set of performance measurement index system of SWCMO, a set of performance measurement indexes of SWCMO is designed, analytic hierarchy process (AHP) is used in confirming the weights of the indexes and fuzzy integrated evaluation model for SWCMO is set up. Lastly, by choosing the typical example of SWCMO of Baima, the paper carries out performance measurement calculation of Baima SWCMO and its position in Semi-commonweal Water Conservancy Management organizations of Hunan Province. The model is proved practical and scientific by putting it into Baima. |
