Water is the source of life, the factor of production, the base of ecology. To govern the country must put water conservancy construction in the first place, A history of the Chinese civilization has being a history of human fighting with floods and droughts for thousands of years. During the 60 years of New China, water conservancy has made unprecedented achievements. In the new times the Decision of the CPC Central Committee and the State Council on Several Issues Related to the Reform of Water Conservancy and its policies have effectively promoted the reform and development of water conservancy, however, the issue of frequent floods and droughts is still ours big worry, the prominent contradiction between supply and demand of water resources is still the main bottleneck of sustainable development, the lag of farmland water conservancy construction is still a great obstacle for steady development of agriculture and the national food security, the weakly water conservancy facilities is still the shortcomings of national infrastructure. Water conservancy is closely related to the livelihood of the people, it is very urgent to accelerate the reform of water conservancy development.On the basis of upholding the conservation of water resources and environment as a basic national policy, the Eighteenth Congress has proposed a new goal of speeding up water conservancy construction, strengthening rural and urban flood control and drought drainage capacity; strengthening the protection of water sources and the total water management, promoting water recycling, reducing water consumption intensity, building a water-saving society. Based on this, the paper focuses the topic on the policies and practices of water conservancy construction under the leadership of the Communist Party since the founding of the P.R.C, which will reveal the practical process of water conservancy, the main policy content and the representative methods of water conservation under the leadership of the Communist Party,the new China’s experience and achievements of water resources projects, analysis the water conservancy construction difficulties and lessons, and attempt to improve the policy on the future development of water resources industry in China and explore the sustainable development path of water conservancy. Combined with strengthening water-saving idea, we propose to strengthen flood control and drought relief, the rational allocation and efficient use of water resources, the construction of water conservation and river and lake health security system, water ecological civilization innovative proposals institutions, mechanisms and systems. At the same time, we propose to optimize water resources allocation structure strictly in hydraulic engineering and non-engineering measures to strengthen the system and the coordinated development of ecological water security. Finally, in terms of innovation to adapt to the mechanism of healthy development of water ecology civilization construction, the paper proposes to break the constraints of institutional mechanisms for the unified management of water resources, make significant reform of water conservancy investment and financing system, establish investment and financing system adapted to water ecological civilization construction and establish the legal system adapted to the healthy development of the water ecological civilization.
