Comparative Study On Chinese And Foreign Offshore Duty-free Policy

In August2013, Finance Ministry announced Hainan Province was given the offshore duty-free policy approved by State Council. That’s to say, Hainan becomes the exclusive province that operates the offshore duty-free policy across the country. How to take advantage of such a valuable and special policy has certain reference significance for the development and construction of Hainan International Tourism Island. This article deeply discusses the implementation of the offshore duty-free policy combined with central government’s strategic consideration and preferential policy on Hainan tourism from the perspective of policy participants. By comparing and studying the political background, content and effect of the offshore duty-free policy between Hainan and other international areas, it discusses how to make Hainan offshore duty-free policy play a greater and positive effect. It puts forward reasonable suggestions on how improve and optimize policy in next stage, which provides strategies for the long-term development of Hainan International Tourism Island and also lays a solid foundation for later researchers.By analyzing the content, effect and shortage of domestic and foreign offshore duty-free policy combined with the economic status and development situation of Okinawa, Jeju and Hainan Island in their country through comparison, induction and data analysis, we can know that on political background, Hainan Island and Jeju obtain great support in preferential policies, industry positioning and matching from the nation, while Okinawa is relatively inadequate. On policy content, the comprehensive strength of Hainan offshore duty-free policy is greater than that of Okinawa and Jeju and its effect is also better. On policy effect, Jeju and Hainan Island is better now and has big development space, while Okinawa is relatively inadequate. In order to achieve the purpose of long-term and benign development, the author puts forward some related suggestions on the content, management and industry development planning of Hainan offshore duty-free policy. First, preferential strength of the policy content should be improved. Second, policy management should focus and respect the inherent law of the market development and formulate a long-term program for practical development. Third, tourism hardware and software construction should be strengthened, tourism infrastructure investment should be increased and tourism service management level should be promoted.
