| Hainan offshore duty-free shopping policy is a kind of macroeconomic method that used to regulate Hainan’s economy, government through adjusting the policy factors, such as the highest tax-free amount, tax object, scope of duty-free goods, tax rate and so on, to change the policy effect, which influence the development of Hainan tourism-related industries. Offshore duty-free shopping policy cannot be universally adopted, at present only in the Jeju of Korea, Okinawa of Japanese, Jinmen, Matsu, Penghu and Hainan of China implement, Hainan as the fourth regions in China applying the policy, adopted the policy of offshore duty-free shopping which helps to expand the scale of tourist shopping, raise the level of per capita consumption and finally realize the growth of tourism economic income, at the same time, the policy to improve the tourism environment and to enhance the tourism international competitiveness has a positive effect.This paper firstly collected the offshore duty-free policy related literature at home and abroad, then analyzed the implementation status of the policy in Hainan Province, and from the Slutsky demand theory and the Industry Spread theory two perspectives analyzed the mechanism of offshore duty-free shopping policy on tourism economic growth and laid a theoretical basis for later empirical analysis. Empirical part of the study selected monthly data from July2011to December2014, constructed the SVAR model and used impulse response and variance decomposition method to analyze the interaction between the tourism income and duty-free sales. The result point out the duty-free store sales have a certain role in promoting the total income of tourism; The total tourism income has a lag and small impact on the duty free sales, offshore duty-free policy mainly affected by its own. At the end of the paper, according to the empirical results together with the present situation of foreign and domestic proposed some feasibility suggestions. |
