There are numerous risks during human living and developing process, the mostsevere and fatal one of which is illness. Therefore, medical insurance is not only thecritical choice for human to avoid risks and to guarantee individual survival benefits,but also the key element to promote the development of the economy and to maintainthe stabilization of the society.In China, medical insurance system consists of Urban-Rural Employees MedicalInsurance System, Urban-Rural Residents Medical Insurance System and New-typeRural Cooperative Medical Insurance System. As the development and complementof our Urban-Rural Coordinated Medical Insurance System, our medical insurancesystem is heading to the course of covering all citizens. Whereas, along with theadvance of our industrialization and the development of urbanization, plenty ofdisadvantages of binary medical insurance system which uses census register andoccupations as division criteria get expose. For instance, imbalanced development ofmedical insurance system among different regions, improper setup of medicalinsurance system management organizations and uncompleted laws and regulationsrelated to medical insurance. Therefore, the revolution of Urban-Rural CoordinatedMedical Insurance System is pressing in order to approach such a series of problems.This paper is divided into five paragraphs. The first part is introduction, mainlyincludes the background and significance of topics, domestic and foreign researchreview, research methods and ideas innovations and deficiency, etc. The second part isa general overview of the unification of urban and rural health care insurance system.In this part, I explain some concepts of “unification health care unification of urbanand rural health care insurance.” Secondly, The paper is studied and analyzed fromMarx’s theory of social security, social justice theory, dual economic structure theory.The third part is about the present situation of China’s unification of urban and ruralhealth care insurance system and puts forward the urban and rural health insurance system in the existing problems, and further reveals the cause of the problem. Thefourth part mainly for the domestic and foreign typical region and the country’s healthinsurance system were analyzed and concluded. The fifth part is the focus of thisarticle, the author puts forward the China’s unification of urban and rural healthinsurance system, and aimed at the status quo of urban and rural health insurancesystem of highlighted at seven more specific countermeasures are suggested. Hope forthe future for a period of China’s unification of urban and rural health care insurancesystem reform has a certain reference value.
