Fuzzy Measuring The Intermediation In Industry-University-Government Cooperative

With the rapid economic development, Industry-University-Gove rnment Cooperative of our country has been good development, whi le it also has been the concern of all parties. In order to promote t he development of cooperation stable and reasonable, this paper pro poses that we should strengthen the intermediary role in cooperative which bases on the current situation of the lack of communication between the cooperative object and the lack cooperation motivation. In this paper, basing on the analysis of the positive and negative r ole of intermediary organizations, this paper puts forward the reason able use of intermediary agencies, which based on reducing the coo peration risk, optimize resource integration level and improve the co operative innovation performance.This article is intended to provide a complete evaluation method for evaluating the intermediary role in cooperation, which can provide scientific advice and achieve the minimum possible cost, risk as low as possible and performance level as high as possible. Specifically:First, this paper certain the meaning of intermediary in cooperation through the analysis of intermediary in cooperation with value chain.Second, establish the dynamic game model about the agency policy in cooperation, and analysis the positive effect and negative effect of intermediary in cooperation.Third, the cooperative objects, including government resources, enterprises resources, universities resources, intermediary positive strategies and negative strategies, as the research objects of this paper to establish a closed system, and then, in this system, this study proposes an Intermediary-Industry-University-Government Cooperation differential dynamic model to analyze the relationship and performance level of government, enterprises, universities and research institutions.Finally, the model is further solved by fuzzy theory and soft measurement technology, and based on the result and the simulation calculation, we can analyze the relationship between cooperation subjects and their input and output ratio. Furthermore, we could improve the practical significance of the differential model according to the result of effectiveness test and the appropriate correction by simulation calculation.This study provides a new feasible method to assess intermediary role in cooperative and make a better resources plan for each participant in cooperation.
