In May 2016,the CPC Central Committee and the State Council issued the "outline of the national strategy of innovation-driven development” and proposed the innovation-driven development strategy.The outline emphasized that technological innovation is the strategic pillar for improving social productivity and comprehensive national strength and must be placed at the core of the country's overall development.The central national development strategy is based on the overall situation,facing the whole world,focusing on the key and to drive the overall development of China.Industry-university cooperation plays an important role for the construction of an innovative country and innovation-driven economy.Universities and research institutions have a large number of innovative talents and rich innovation resources.And a large percentage of the great invention and innovation have been created by universities and research institutions.Although enterprise has a certain R&D and manufacturing capabilities,it also needs to attach great attention to improve the construction of technological innovation capabilities in the context of economic globalization.Therefore,industry-university cooperation is an important means for enterprises to compete with multinational firms in the overseas markets,and also a crucial strategy to be an economic power.Industry-university cooperation has attracted considerable attentions.And the present literature mainly focuses on the assumptions and empirical analysis of econometric methods.Only a small amount of works is based on the game theory.However,the influences of the technology spillover in the technological innovation of enterprises,the strength of university to enterprise,and the strength of enterprise to enterprise have not been reported.In this paper,the industry-university cooperation and its income distribution under different conditions had been studied based on game theory,especially evolutionary game theory.Firstly,the industry-university cooperation game of non-generic and generic technologies had been researched;secondly,the industry-university cooperation game of enterprises with equally and non-equally strength and cooperation and non-cooperation among enterprises had been studied;thirdly,the industry-university cooperation game of non-supply chain and supply chain had been discussed based on technology spillover;lastly,profit distribution models of industry-university collaborative innovation with bilateral efforts and increasing price,and that with bilateral efforts,increasing price and incentive,and the profit distribution model of "law of the jungle" had been researched.The optimal industry-university innovation strategy for different stakeholders had been selected based on the analysis of calculation examples.The main conclusions are shown as follows:(1)the technology spillover and royalty rate of university to enterprise are the main factors for considering the game strategy in the industry-university cooperation innovation.Whether one or two enterprises choose to cooperate with university for innovation,the Pareto efficiency can be improved by regulating the value of the technology spillover and royalty rate.(2)The income distribution coefficient of industry-university cooperation innovation is proportional to the extent of efforts.The industry-university cooperation innovation's total profit of cooperative game is always higher than that of non-cooperative game,but resulting in the increase of investment.The cooperative innovation's investment in non-cooperative game is superior to that in cooperative game,and the risk for both industry and university is little.(3)The profit distribution mainly depends on the strength of industry to university.The industry-university cooperation profit of midstream enterprise in supply chain may overflow to upstream and downstream enterprises.The royalty rate of university in one enterprise innovation system is higher than that in two enterprises innovation system.The profits of university and enterprises in two enterprises innovation system are higher than those in one enterprise innovation system.This paper adopt methods such as the game theory,supply chain management,numerical simulation,and calculation example method,expand the theory of industry-university cooperation at micro-dimension.And the practical effects of the application of models were verified by the analysis of calculation examples.The results of this paper can provide theoretical foundation and policy basis for the development of industry-university cooperation.
