Research On Strategic Position And Countermeasure To Develop Headquarter Economy In Sanya

In the globalization world, IT is growing faster, and the economic activity between area become much more frequently. The competition between enterprises become aggravately. Considered about cost saving and increase efficiency, some enterprises5headquarter separate from the production base, the administration center and research&development center get together to the place where traffic and information well developed, and their production base move to the place where abundant of raw meterial. This phenomenon is called headquarter economy. The headquarter economy is a new model of economic development. It can bring a positive effecttion not only for enterprise, but also for the headquarter city in tax, employment, consumption and capital, even for the economy of production base.Sanya is located in the south of our country, which abundant of resources and comfortable weather. It is an important part of Hainan Special Economic Zone and Hainan International Travel Island. It is also one of the National Service Reform experimental city. If put Sanya as the center of circle, we may found Sanya is the center of Southeast Asia. With the communication between our country and other countries, Sanya become one of the window of our country. In this few years, the government of Sanya want to build a Green enterprise capital, and promulgate a series of support policy. At the end of2014, several enterprises had already located in Sanya, such as the Sunshine Insurance and Meiya Airline Company. This paper use the SWOT and Core Competitiveness analytical method to analysis the current situation of Sanya. Showed the strengths, weakness, opportunity and threats, and the core competitivity of Sanya, and the normal condition of headquarter city. In the future, Sanya want to develop the headquarter economy, we discuss the type it may choose and the suggestions.Compare with the foreign headquarter cities, Sanya still has some shortcomings. Such as the economic level, financial and the correlatives polices. So Sanya can choose the government-leading and special industry type of headquarter economy.’Sanya is abundant of normal resources and beautiful environment, could attract enterprise headquarter in these industries:high-value-added, low pollution, environmentally friendly industry, knowledge intensively industry, local special industry and convention&exhibition, luxury industry. Compare with other city, Sanya is short of radiation capability, correlative policies and manpower resource. This paper study the experience of Singapore and Hongkong, put forward a series policy which suit for the situation: establish the related policy, support the main industry development; establish the manpower policy, to work out the manpower resource question; balanced development, avoid the cutthroat competition between cities; make the city infrastructure perfect; develop the related service industry. After all, I hope this paper can make a contribution to the headquarter economy of Sanya, and provide reference to other cities.
