Renewable resources have been a traditional business of Supply and Marketing Cooperatives (SMCs) in China. In the Planned Economy period, SMCs were the major channel of recycling business. After1990s, the recycling business of SMCs had suffered a considerable impact in the market economy. Recently, the State Council made the decision on deepening the reform of Supply and Marketing Cooperatives. It emerges as a vital issue for thought in the reform of SMCs that how to speed up the transformation of recycling business and to enhance its development.Through literature review and investigation, this paper is to present the concepts as well as features of renewable resources and recycling business, to analyze the present situation and development trend of SMCs’ recycling business, to study the structure and characteristics of renewable resources network, and to draw a conclusion on the hindering and stimulative factors for SMCs to build recycling and reuse network of renewable resources. In the view of the above, the paper builds the basic assumption of its concept framework. Then through the method of example analysis, the paper is to bring out a verification on the concept model and basic assumption that SMCs’ factors have influence on the operation of recycling business, and to put forward the valid hindering and stimulative factors for SMCs to carry out recycling business. On these grounds, the paper is going to offer some suggestions accordingly in pursuit of accomplishing the transformation of SMCs’ recycling business, so as to level up the recycling of renewable resources in SMCs.
