A Study On The Development Trends Of Shandong Forest Tourism Based On The Forest Park Management System

A forest park is an important carrier and platform to carry out foresttourism. With the economic and social development, people are paying moreattention to ecology, and the demand for green products is even more intense.An increasing number of people choose to go to the forest park, enjoy the freshair, and appreciate the beautiful scenery. Forest tourism has become ansignificant form of tourism with the greatest potential in development andpopularity among travelers. The current management system of forest park,however, restricts the development of forest tourism. Driven by economicinterests, government and cooperation turned to over-exploitation, and inconsequence has led to severe damage to natural resources and ecologicalenvironment in the forest park. It hasn’t been long since forest eco-tourism wasdeveloped in Shandong Province, and there are many problems about themanagement system of forest park and development model of forest tourism intheory and in practice. Therefore, deepening the innovation of the forest parkmanagement system, and strengthening the management in forest park are ofgreat significance to promoting the resource protection in forest tourism and thesustainable development of forest ecological tourism in Shandong Province.In this paper, we use the theory of sustainable development as the guide, drawon relevant theoretical researches including eco-tourism, external effects,tourism management and national parks, and also use game theory, empiricalanalysis, qualitative analysis and quantitative analysis methods to studyShandong Forest Park management system, tourism development model and thedevelopment and construction ideas. After that we summarize the characteristicsand management status of forest resources in tourism in Shandong Province inorder to explore some ideas for the management, resource development andutilization of national forest parks. First, based on the analysis on the status ofoverseas forest tourism development, we compare the foreign forest parkmanagement model with ours and analyze its adaptability, then summarize theadvanced management experience about national forest park in developedcountries. Secondly, analyze the Forest Park management system and the currentsituation of the development in forest tourism in Shandong Province, clarify themanagement mode of the forest park and compare it with the mode abroad and eventually find out the problems in the forest park and the development of foresttourism. Thirdly, make use of the statistics about forest tourism in ShandongProvince in recent years. Take seven aspects in consideration, including regionaltourism development potential, trends in development, ideas in development,advantages in development, income structure, investment and financing systemand prospect in development and focus researches on the construction of foresttourism in Shandong Province. Finally, we summarize the Shandong ProvinceForest Park tourism trends, and raise strategies related to Shandong foresttourism development,especiallyin cluding deepening the Forest ParkManagement System, establishing National Forest management system withChinese characteristics, optimizing the management mode in accordance withthe classification of forest resources, persisting the marketization of the foresttourism Resources Right, achieving separation between the management rights,management rights and proprietary rights and forming a government-leddevelopment model that is “government supply resources, forestry focus on theregulation, corporations manage the investment, insurance funds ensure thedevelopment”. Forest eco-tourism should focus on joint development of theregion, highlight the diversity and individuality, highlight the public welfare,accelerate the process of intellectual development, focus on suburban forestleisure travel mainstreaming. And should also recommend the establishment ofresource flow trading platform, pay more attention to personnel training andstrengthen legislation of protection.
