After the reform and opening up, the economic development of China hasincreased rapidly. The living standard of residents was also improved. But behind therapid economic development, a series of social problems were occurred. The level ofdevelopment and economic development in education, medical service, pension,housing and other aspects of the coordination requirement is very urgent. Especially toimprove living conditions and housing security problems were gradually focused by thegovernment and people. The construction of indemnificatory housing(CIH) is a key partof housing guarantee. One of the current main problem of CIH is financing. Taiyuan asthe capital city of Shanxi Province, is the political and economic center of Shanxiprovince. The rapid development of the city attracted a large population working andliving here and the reconstruction of the village, resulting in a large number of housingdemand. How to raise funds for construction and ensure CIH has become an importanttask for the local government.In this paper, the problem of financing difficulties of indemnificatory housing willbe discussed. Finding funding bottlenecks and the failure of operation mechanism isthe two important factors of restriction of housing financing. To expand financingchannels and scientifically improve operation mechanism is effective in alleviating focalpoint of financing indemnificatory housing problem. Through the research on foreignfinancing indemnificatory housing, to compare and analyse the advantage of mode andoperation mechanism capability from Singapore’s central provident fund mode, Americareal estate investment trusts (REITs) to the British public-private PPP, by using theanalytic hierarchy process (AHP), real estate investment trusts (REITs) for financingindemnificatory housing is selected. By using the real estate investment trusts (REITs)of this financing tool,the rapid development in recent few years and yieldindemnificatory commercial real estate investment and financing of indemnificatoryhousing is formed a combination of portfolio. On one hand to reduce private capitalinvestment in the real estate industry threshold. On the other hand to attract privatecapital investment in indemnificatory housing. And then build the organizationalframework of Taiyuan indemnificatory housing financing innovation mode of financingmode, the organizational structure and the concrete operation process of the design, the need to comply with the operation process and the principle of the standard, and givesdevelopment suggestions to the starting point and the long-term operation.
