A Study On The Influencing Factors And Countermeasures Of The Low Carbonization Development In Shanxi

Recently, the problems of climate change caused by carbon emission from humanactivities have attracted world-wide attention. During the Davos Economic Forummeeting,2007, climate change was considered as the primary world’s problem, whichhas a higher priority than terrorism, wars, etc. China, as a developing country which isin the stage of low-carbon transition, bears great pressure of ensuring to economicdevelopment, energy saving and emission reduction. In China, coal which is the pillarof Chinese economic development has accounted for more than70%of the primaryenergy consumption. Shanxi province, one of the biggest provinces of coal resources inChina, is located in the undeveloped area of north China, has the fragile ecologicalenvironment. The economic and ecological benefits are backward in this area. Therefore,the coal resources have dominated the development of economy and financial industryin Shanxi province. The technology of exploitation and utilization of coal resources inShanxi province is lower than the national average level. The traditional energyexploitation and utilization patterns result in the waste of resources and environmentalpollution, which is difficult to meet the sustainable development of future economicenvironment. Under the background of the global low-carbon development appeal andthe national energy policy of low-carbon, it becomes an important strategic task forShanxi province to find a low-carbon way of energy saving, intensive production.Low-carbon development is committed to human activities and natural environment inharmony, and promotes the sustainable development of economy, environment andresources, and has become the inevitable choice of developing energy low carbonizationin Shanxi province.This report is based on a number of low carbon development theories includingdecoupling theory, sustainable development theory, theory of circular economy, etc. Byexploring the energy development and development of new energy in Shanxi province,researching and analyzing the advantages and disadvantages of energy development,deeply analyzing the factors restricting low-carbonization development in Shanxiprovince, and predicting and analyzing the development trend of economy energy,researching the future development trend, then by learning from the experience inlow-carbon development in developed countries and developing countries, thecorresponding enlightenments of realization of low carbonization were obtained, and proposing that low-carbon development is the inevitable choice for the energyenvironment development of Shanxi province. This report holds the view that the mainpaths to realize the low carbonization development of Shanxi province are optimizingthe industrial structure, changing the pattern of economic growth, reducing the energyintensity, implementing low-carbon technology innovation, establishing and promotingthe low-carbon finance, and finally puts forward the proposals to strengthen thesustainable development by developing low carbonization energy in Shanxi province.
