The Financial Driver Of Low-carbonization Of Energy In Xinjiang Under The Constraint Of Carbon Reduction

Non fossil energy’s proportion in primary energy and per unit of GDP has been writteninto the National Twelfth Five Year Plan as the binding target of energy saving and emissionreduction, and low-carbonization has become an important target of the national plan. As amethod of energy saving and emission reduction, finance can make a difference in thedevelopment of low-carbonization. Xinjiang is the base of energy of China, whose coal andoil industry is the pillar industry which takes more than60%of the industry added value. Thisstructure will increase carbon emission which makes the emission reduction even harder.Therefore, this thesis conducts a research on the financial driver of the low-carbonization ofXinjiang from the perspective of finance, which not only is the request of the NationalTwelfth Five Year Plan but also helps the local government to accomplish its target of theenergy saving and emission reduction, what’s more, it also has a far significance on thegreat-leap-forward development and the sustainable development of the energy, economy andenvironment.This thesis analyses the energy use and carbon emission in Xinjiang, and finds out thatthe high-carbonized characteristics enhanced the carbon emission of Xinjiang, and if thissituation keeps going on, it will be very hard to accomplish the energy saving and emissionreduction target of the National Twelfth Five Year Plan. Therefore, it is very important andurgent to promote low-carbonization.Then, through the gray relational analysis method, thethesis conducts a quantitative analysis on the drive contribution of finance in the developingprocess of energy low-carbonization in Xinjiang, and the results show that finance has a greatimpact in favor of the declining in carbon intensity. Finance can be the driving force of energylow-carbonization but still it should be further improved. At last, this thesis builds anoperating system of financial driver from the perspectives of its action mechanism, tools,fields and paths, and then come up with strategies to promote the level of low-carbonizationand help Xinjiang to realize its great-leap-forward development.
