Shanxi is a big province which has been relying on the existedresources facilitating the economic development for a long time.Lvliang as an uprising resource city, went through the developmentof ten golden years. In2009, the industrial economy in Lvliang Cityconfronted the sharp falling. Facing the bad situation, Lvlianggovernment adopted a series of strategies to solve the problemscaused by resource curse, such as adjusting the industrial economystructure, strengthening the work of energy-saving and emissionreduction, resolving the overcapacity and eliminating backwardproduction capacity, promoting mergers and restructuring of cokingenterprises, developing industrial parks, encouraging enterprisesinnovation in technology and constructing natural ecological parks.Lvliang City has put great efforts to solve the resource curse,whereas no one has been involved in the studying the concreteeffects to these strategies made by local government.Based on investigation and interviewing all around, the thesisadopts three types of products, energy consuming of GDP, mineindustry production, amounts of industrial parks and greencoverage of recent years to assess the strategies of resource cursein Lvliang City.In the expectation that the problems and difficulties can be found, which can give a clue to propose reasonable advice topromote the economic development in Lvliang City.The thesis adoptsTo start with, the statistical description comes firstly. Thencomparing strategies of Lvliang City with that of Linfen City showsthat the coal and steel of heavy structures are intensified with asubtle adjusting effect, that efficiency of using energy remains at alower level and production capacity is surplus seriously, that in theprocess of merging and restructuring, coking enterprises confrontlots of problems, that industrial parks develop lacking of energy, thatthe local government provides insufficient support in technologyinnovation and that the natural ecological and political environmentsalso face serious problems. All of these phenomena give an indicationthat Lvliang City has difficulties in stepping out of resources curse.Aiming at the above problems, the thesis proposes effective andconcrete strategies to avoid the resources curse in Lvliang City. Thatis to make great efforts to develop the third industry of energyconsuming and introduce new uprising industries, to train andeducate the owners of enterprises to cultivating them, to develop theindustrial parks in effective ways and to improve the natural andpolitical ecology environments.
