An important development strategy to promote Chinese enterprises "going out" strategy is presented in the deepening global economic integration process. Multinational foreign investment is not only important to reflect the strength of a country or a region, but also the most important part of a country or a region’s competitiveness. Since China has proposed enterprises "going out" strategy has also been attracted wide attention of experts and scholars. Some of the literature from the resource area endowments, market competition, industry specialization and externalities, government behavior and financial point of view to study the development of multinational investment location choice and layout.With globalization, the division of labor within the product and with the neighboring country in Southeast Asia in particular, the level of cooperation in depth. Including bilateral and multilateral cooperation to further expand, ChinaA-SEAN Free Trade Area, and the last two years "along the way" and the Asian Development Bank infrastructure investment strategy to keep pushing forward with the implementation of the concept, the Chinese enterprises to invest in ASEAN countries to "going out "will also set off a new round of investment boom. ASEAN countries and China have similarities in human environment, resources, and the existence of complementary advantages, according to the theory of choice gradient transfer of industries, ASEAN is China’s most importent destination for investing. The article is based on this background and the industrial transfer perspective to study the problem of Chinese enterprises to build the industrial chain invest in ASEAN countries and regions, but also an expansion of research and improvement of industrial transfer, to enhance the competitiveness of a country or a region and the "soft power "and other aspects of comparative advantage is of great significance and value. Specific studies of the basic conclusions are as follows:Firstly, to summaize the existing literature on industrial transfer theory, multinational investment theory as the theoretical groundwork for this article. With respect to the existing literature, highlighting the factors and theories of foreign investment in developing countries.Secondly, to analyze the current situation of foreign direct investment (FDI) in ASEAN countries, including the distribution of industries, as well as the total amount of FDI location choice and individual investment in the country, affecting factors. We also discussed the reasons of the total FDI investment in ASEAN countries increased rapidly after the Asian financial crisis.Thirdly, the main focus of this study is to analyze the location choice of Chinese investment in ASEAN countries, industrial distribution, business investment and motivation factors, including market-oriented, resource-seeking, technology development motivation. Finally, analyzing the importance of the industry chain structure of China’s foreign investment in ASEAN countries.Anymore, explore the problems of selecting industries in China’s investment to ASEAN and put forward relevant suggestions. This study also proposed references for Chinese enterprises to "going out" investment,resources need to cross-border investment and investment destination, and industrial development, technology to fit, to be able to obtain a rapid development.
