Education is a source of national innovation, is to achieve economic health, an effective way of scientific development, therefore, should put education in the priority development status of a country, and earnestly safeguard the priority to the development of public education in the national economic and social development, fiscal expenditure priority to ensuring that investment in public education, public resources to give priority to meet the needs of the development of public education. With the sustained economic development and citizen’s material and cultural living standards continue to improve, education is paid an increasing concern, this is because education is not only related to a person, a family the degree of development of future and life level, but also related to the whole of the national quality enhancement, but also play an important role in the sustainable development on the health of the national economy. Therefore, this paper tries to set out from the general public education cost burden of China’s total capital expenditure scale and structure and the perspective of resident, in-depth study in China since2008the implementation of urban and rural compulsory education free of charge in interpersonal education in the face of public education benefit equalization phenomenon, and to cause unbalance benefit in diferernt region and the reason of the unequal burden of in-depth analysis, benefit through the analysis present stage of the general public education expenditure of our country expenditure scale and structure as well as the different area, the residents of different income level of expenditure on education, on the one hand can make up for the lack of theoretical research, and has important practical significance for improving public education resources allocation and supply efficiency, promote the development of public education in China, is in such a background, this paper carries on the research and Study on the current China’s public education expenditure and resident education cost burden. So that can ensure the public education will balance in different region in future.
