"Education is the foundation", which exactly points out how important the education is.Education spending, in another way, is a measure of the national quality and national power.From the perspective of the public finance, education should be the object of public financeexpenditure, because it is a part of public needs. The Government, as public policy-makingbody, is duty-bound to provide financial support for the education. Financial investment ineducation is both a major source of funding to protect the healthy development of education,but also an important guarantee to achieve education equity. In September2012, the StateCouncil officially approved the "Nansha District Development Plan", which means NanshaDistrict has been entitled as a National District after Shanghai Pudong and Tianjin Binhai.The new round of large-scale development has begun in Nansha. Whether education inNansha can be developed meanwhile? It is Indeed worth studying.On the in-depth study of the theoretical analysis and the background, the paper attemptto find out problems and its causes of Nansha education, by research on its few accumulationquantity, dissipation structure and lack of diversification. Finally, by learning from theexperience at home and abroad, the paper puts forward specific recommendations to achievethe efficiency and educational equity of the Nansha. This article reads as follows: The firstpart introduces the background, the significance of the topic, the research at home and abroadas well as the author’s research ideas and content; second part focuses on educationexpenditure concepts, theoretical basis, statistic caliber, public education expenditure systemand the degree of government intervention in education; third part focuses on the status ofeducation spending Nansha District. The fourth part puts forward advises on how to improveeducation of Nansha by learning from others.
