With the continuous development of national economy,human capital is playing a more and more important role in promoting economic development and social progress.The key to human capital is education. Governments around the world come to realize the importance of education.How to increase the investment of public education, how to ensure the allocation of education funds and how to improve the efficiency of using the funds are the important problem which every government focuses on. The main source of education funds is the government’s input. In both academic research and concrete practice, our country’s level of public expenditure performance evaluation is lagging behind the developed countries. After hard work,we have made many achievements, but we need a long time to catch up with the developed countries’ level.Under the background of “Revitalizing the Nation through Science and Education”,this paper attempts to jump out of the fixed mode which always focuses on economic growth and the influence of residents’ income gap. This paper puts an eye on the spending activity itself and explores the public education expenditure performance evaluation index system in Guangdong province from the entire process of the expenditure, including capital input, using process, final output and the social and economic benefit. This paper uses the Key Performance Indicator and analyzes the relevant statistical data with Analytic Hierarchy Process to give each indicator a weight factor,which strives to get the real evaluation results. Through the analysis,the research tries to give practice guidance to the management and use of public education expenditure funds,then puts forward the corresponding policy recommendations.
