The Consumer Of Township Dwellers Basic Medical Question Research Of Yanbian

To accelerate the social construction focused on the improvement of people’s livelihood and to establish and improve the medical insurance system plays an important role in the development of domestic economy and social stability and unity during the development of moderately prosperous society.Since the pilot project of basic medical insurance system for urban residents launched by State Council in July,2007, the basic medical insurance system for urban residents has obtained considerable development and taken shape nationwide. Besides, the level of urban and rural medical care has been improved significantly.Since the implement of the basic medical insurance system for urban residents in Yanbian Korean Ethnic Autonomous Prefecture (Yanbian Prefecture, editor’s note) in 2008, it has got great achievements. By the end of Dec.2014, the number of insured urban residents was 839,568, among which 589,322 adults,231,146 students and children and 19,100 undergraduates were included. What’s more, from 43,302 people in 2010 to 63,314 people in 2014, the number of insured people who can enjoy the treatment is increasing year by year. Yanbian Prefecture has basically realized the "overall coverage". At the meantime, the level of urban medical care of Yanbian Prefecture has been improved significantly, which provides valuable experience for the medical insurance in other regions and provinces.However, with the increasing medical insurance demand of urban residents and the further development of reform and opening up, the medical insurance encountered a lot of trouble to deal with, which includes "how to solve the negative effects caused by population flow to expand the coverage of medical insurance system for urban residents ", "how to change the single channel of financing of medical insurance system for urban residents to improve the benefits level of insured residents ", "how to supervise the hospitalization in other places to raise operation efficiency of medical insurance" and "how to accelerate the development of the basic medical service system to guarantee the basic medical care for urban residents"Under this background, according to the sinicization of Marxism social security thought and relevant medical insurance policies since the 18th National People’s Congress, regarding the medical insurance for urban residents in Yanbian Prefecture as the research object, the paper talks about the current situation, existing trouble and the measures to problems of medical insurance for urban residents in Yanbian Prefecture on the purpose of providing valuable references and suggestions for the further development of basic medical insurance for urban resident in Yanbian Prefecture.
