The 21 st century is the era of information society all-round development, effective information communication not only became an important channel of agricultural production and farmers get rich, and broaden the rural market, the construction of modern agriculture, urban and rural planning as a whole, optimization of the main measures of rural information resources configuration, at the same time is the first carrier of building new socialist rural areas. Rural informatization construction socialism new countryside construction in China is not only an important research topic, and is one of the major decisions of the country’s economic development strategy, its development in our country have achieved some results. Government is to properly on the basis of public decision-making effectiveness evaluation and analysis of the rural informatization construction, through the establishment of index system for performance evaluation of the rural informatization construction, build evaluation model for the rural informatization construction, the basic results of the present stage our country rural informatization construction research, evaluation of achieving rural informatization construction ―to review and promote change‖, ―to review construction‖ and ―combined with the review‖, the ultimate goal of fully safeguard the legitimate rights and interests of farmers. To promote the construction and development of rural informatization in China, it must to apply for development, to the performance evaluation to drive applications. Based on the actual situation of the rural informatization construction, therefore, puts forward a appropriate evaluation idea, set up a perfect evaluation index system, in view of the performance evaluation of the rural informatization construction of each evaluation index weight gain in the problem, based on rough set conditional information entropy is constructed the performance evaluation of the rural informatization construction of decision analysis algorithm, and has carried on the empirical investigation and study, for the rural informatization construction put forward the corresponding countermeasures and Suggestions. Specifically, this study mainly includes the following three aspects of content:Firstly, expounds the basic theory of performance evaluation of the rural informatization construction. First describes the informationization, the agricultural informationization and the connotation of rural informatization and the construction of rural informatization, and then defines the definition of performance and the performance evaluation, and finally analyses the connotation of rural informatization performance evaluation, the main body, implementation way and function orientation, to form the basic theoretical framework of this article.Secondly, to build the rural informatization performance evaluation index system and evaluation model. First compares the commonly used evaluation methods, analyzes on the advantages of the introduction of the rough set method, this paper discusses the basic concepts of rough set, and then based on the principle of performance evaluation index system building, idea, method and process, determines the index system for performance evaluation of the rural informatization construction, considering the performance evaluation of the rural informatization construction analysis of common characteristics of small sample data, build a kind of new intelligent quantitative index weight for hierarchical computation algorithm, so as to realize the information entropy based on rough set condition the performance evaluation of the rural informatization construction of decision analysis algorithm.Thirdly, performance evaluation of empirical research conducted in rural informatization construction. First from the Yueyang county of Hunan province has identified 14 representative towns as empirical research object, with performance evaluation system for the rural informatization construction and conditional information entropy evaluation based on rough sets and decision analysis algorithm as the basis, and then through the way of field investigation and mail survey two-way data collection, and analysis of the collected sample data and processing. Finally in order to further verify the rationality of the conditional information entropy evaluation method based on rough sets and superiority, through comparing the method of quantitative analysis and summary, and from the rural informatization infrastructure construction and development of the information technology industry and the information aspects of professional personnel training, and proposes the corresponding improvement measures.
