The NDRC (National Development and Reform Commission) issued "Pilot Scheme of Shenzhen Distribution Tariff Reform" (hereinafter referred to as the "Scheme") in Oct., 2014, initiating a new round of the Electricity Reform. The Scheme put forward an approach to determine the Transmission and Distribution of Tariff based on cost plus profit regulation. It is helpful for the cost control and revenue regulation, which is important for the sustainable and healthy growth of grid enterprises. Meanwhile, it is significant for the further reform of the electricity industry and market.The Transmission and Distribution of Tariff is a key parameter in financial post-evaluation of grid projects. The degree of the distribution tariff affects the result of financial post-evaluation of grid projects in a direct way. Any single grid project need to participate in the whole grid network to create the overall financial benefits, through collaboration with other new and existing assets of the network, it is very difficult to accurately measure the financial benefits of a single project, which brought a big challenge to the financial post-evaluation. In view of this, there is an urgent need to on theory and methods of the financial post-project evaluationIn this paper, the author tried to do in-depth study on the formation and conduction mechanism of the Transmission and Distribution of Tariff, estimate the different voltage levels of the Transmission and Distribution of Tariff according to fundamental date of grid project A. After that, the authors established a set of evaluation index and build them into an evaluation model and carried out the financial post-evaluation of grid project A. This paper will reinforce the leading role in value creation of grid enterprises and achieve closed-loop financial management on grid projects.
