The electricity industry was one of the most important basic energy industry, and has a major impact on the social economy industry production and community life, and also was the key to economic development of many countries in the world. The post-evaluation was a key step in the life cycle management of the construction project, not only was helpful to summarize the experiences of the project which has been put into,but also was helpful to guide the future projects investment, However, there was implementation problems about the post-evaluation of Transmission and Distribution construction projects in our Country, such as the evaluation method was complex, the indicators were unreasonable, it is necessary to develop the new models for the post-evaluation of Transmission and Distribution construction projects.Firstly, Based on summaries of research achievements related to post-evaluation of project, combined work experience, the nature and contents of the post-evaluation of Transmission and Distribution construction projects was researched in this paper, and the evaluation:index system was designed, which based on the Delphi Method, including implementation process evaluation, financial evaluation, technical evaluation, influences evaluation and sustainability evaluation.Secondly, Grey comprehensive Evaluation model which could assess uncertainty information is selected as the most appropriate one, and the objective weighting method-entropy and the subjective weighting method-the AHP were determined, the post-evaluation model of Transmission and Distribution construction projects was established.Finally, a case demonstration, the scores of the process evaluation, financial evaluation, technical evaluation, influences evaluation and sustainability evaluation was given, which based on the comparison method, the success method and expert evaluation method, the evaluation results was approved by the experts, and the validity of the post-evaluation system is verified.The research of this thesis provides a scientific and effective model for the post-evaluation model of Transmission and Distribution construction projects, and will make a positive role in guiding, regulating and enhancing the whole level of electricity industry construction project management.
